Have you tried this without the GUI on a TTY? At least on my MATE desktop, I sometimes get funny behaviour with the graphical bluetooth adapter + bluetooth stack behaviour. Have you tried connecting via bluetoothctl (`bluetoothctl connect <addr>`)? I would, as soon as the connection was successful, run BRLTTY as root like `brltty -d bluetooth: -b YOUR_BRAILLE_DRIVER`.
