I’m wanting to install orca on either/and Whonix and TAILS. These are Debian-based and as such only need to download orca and its few dependencies, correct?

I've never heard of them. First, find out whether Orca is already included in their repositories, and, if not, whether you can add standard Debian repositories and install from there.

If you need to, you can add debian repositories to /etc/apt/sources.list and then run apt update && apt install gnome-orca

Obviously, you would need to download the package from whatever Debian version the distribution is based on.
