Bug#730682: [patch] customize option not working

Steps to reproduce:
1. Launch Emacspeak using emacspeak script (the default method)
2. C-h v emacspeak-speak-messages <enter>
3. Variable description is displayed, click "customize"
4. A message appears at top: Custom settings cannot be saved; maybe you started Emacs with `-q'.

The reason is that emacspeak script indeed contains the -q switch. The details about this thing as well as a patch are presented in thread "patch: removal of -q switch from emacspeak.sh" [1] of the Emacspeak mailing list. The patch was not accepted by the author, but the reason was not explicitly given. Only hints like "I still want to deprecate the emacspeak.sh shell script rather than burning any more cycles on it."
