Yes, the conversion is OK, I believe it's another matter.

It seems that the message returned by the screen driver when the screen
is not readable does not get properly decoded by the core. Dave?
AIUI, that bug only affects this particular message, it shouldn't hurt
other parts of brltty (preference menu, screen reading, etc.)
