Almost, but not quite. You may need to run
make oldconfig
first to bring the old configuration file up to date before using
menuconfig to fine-tune the parameters.

Start with a clean kernel source tree, introduce the .config file and
run make oldconfig
You will be asked some questions relating to new configuration
options.
