There are toolchains based on gcc-2.95 which support cross-building
COFF binaries for AmigaOS, for example:

There are certainly more of these as the Amiga community usually
cross-compiles a lot of the modern software that they write for

I don't know about TOS/m68k but I'm sure the Atari community has
created their own toolchain based on gcc as well.
