Yes, tth is non-free.

The author very definitely does not wish to make tth free.

My understanding is that there is no one who is taking care of the
non-free packages. The autobuilders were turned off on non-free last
year sometime because some packages did not permit compilation for all
architectures.  It would be nicer to pull packages prohibiting
compilation for some architectures out of non-free.  Tth and other
packages were stranded in unstable for a year because migration from
unstable to testing requires all previous builds be up to date. I hope
to find out what has to be done here sometime. 

Begging for builds and uploads on tth is an attempt to get the same recent
version into testing across all architectures.
