Back in hamm it did work, I think it broke sometime in slink.

An alternative would be to put something into the system Xmodmap. But
something should IMHO be done; after all the keyboard is supposed to behave
the same in X as in the console.

I tried fixing it with xmodmap at first too, but never thought of using mod3.
(Is that documented somewhere? The xmodmap manpage isn't very helpfull.)
