it mentions a few other packages gcc depends on. Installing gcc
should not be possible without first installing cpp (that's 
what 'depends' means). If you could install gcc the normal way
(not using any --force) and didn't have cpp installed, this would
be a bug for gcc. I don't see any such bug reported for gcc, so please
file a bug report if necessary. Otherwise, I don't understand your
problem ???
