time for next meeting

Hi all,

In the previous meeting[1] it was decided that we will have IRC meetings
every two weeks for the time being. The time for them was set for Thu.
18:00 (next meeting: Nov 21st).

At the local team we would like to have a meeting every second Friday,
and thus we would prefer to move the time to a bit later.
