It's great that you are excited about joining next year's DebConf,
but these decisions are taken much closer to DebConf itself.
You'll need to sign up to DebConf 20 (whenever registration opens),
fill in your bursary request and then wait until decisions are taken.
I'm not in the committee and there's of course no guarantee, but I can
say that in my humble opinion as a DebConf attendee that it sounds like
you have a good case for getting sponsored. Just remember to sign up
in time and fill in all the required information.
