I've created a MR at
<https://salsa.debian.org/debconf-team/public/websites/dc19/merge_requests/79>
moving the reg open back a month (to Feb 15) which seems like a likely 
scenario as per the discussions on IRC.

May be later, may be earlier but that is currently an updated guess.
