I can't answer all of the "who decides" questions, but this one is pretty
straight forward...

Traditionally, members of the bursaries team don't request sponsorship; it's
been a pretty consistent way of discouraging bias on fund allocation.  In
fact, when someone on the bursaries team is close to an applicant (for
example, one year Steve was on bursaries, and I applied for sponsorship),
the bursary team member recuses himself/herself from the voting process on
that applicant.
