In the past this has always been on the basis of best-effort.

We're now introducing this charge for room quality, which simultaneously
reduces the tolerance of those that have paid (probably in proportion to
how much they paid) and also ties the hands of the room allocation team,
who can no longer put someone in a lower grade of room than that for
which they've paid.

If we've never managed to offer a guarantee that we'll allocate rooms in
compliance with the hints given in penta in the past, it seems pretty
silly to choose this year to try to do it for the first time.
