Me too, this has been done in the past and is no problem.

As long as it is really a bulk and coordinated in advance: yes. If they come
in small portions it would be a problem.

Indeed, but we don't like it that much. But if we get a proper reasoning it
should be possible.

Usually there is nothing to manage for a list, so there is nothing that can
get delegated. The only thing we have are moderators and its currently not
possible to delegate this task.
