The idea is interesting and I think it could also bring the advantage of
reducing the turn over in the sponsorship allocation team, which helps
in propagating best practices overtime.

Right now, I don't think it will be particularly useful for sprints,
though. Because the numbers of participants there are pretty low and
team self-organize to decide who will go. Let's say that it seems more
common to have too few participants to justify sprint, rather than being
unable to sponsor attendance of people who actually want to go to a
sprint. That happens too, but IME it's rather marginal.

But I can imagine other scenarios in which the sponsorship allocation
can be useful as a general "service", e.g. when organizing mini-DebConf
in places that can easily attract a large number of participants
(e.g. Paris, a couple of years ago).  Traditionally we have *not*
offered travel sponsorship for those events, because we didn't have
significant sponsors. But it wouldn't be interesting to raise
sponsorship and allocate them as we do for the main DebConf. Local
events have chances to attract sponsors that would never consider
sponsoring the main conference.
