[Debconf-team] Proposal: new permanent sponsors procedure

In the 'thank our sponsors' thread people raised issues regarding the 
'permanent sponsors' category.

Before, that category was restricted to our network hosting partners. This 
year I extended to one of our key media partners  but I still think we can 
profit from it much more.

Permanent sponsors are featured in http://www.debconf.org/ rather that just in 
http://debconf99.debconf.org/. They are also featured in each 
http://debconf99.debconf.org/ page in the *left side*, which IMHO is bad as it 
is further down the page that the regular sponsors, so it is easy to miss.

Instead of the current process, what about we do the following:

* At the DebConf99 website level, there is no distinction between regular and 
permanent sponsors. They are bracketed and ranked according to the the dollar 
value of their contributions to that year DebConf.

* After two years of DebConf sponsorship, we can invite a sponsor to become a 
permanent sponsor. What that means is that (1) their logo is featured in 
http://www.debconf.org/ (and, something extra, e.g., rotation on the video 
stream or something less, maybe on the line of "bracket benefits upgrade") and 
(2) they are willing to consider sponsoring DebConf(N+1) with a decision 
earlier in the year (we contact them in January and they decide by March).

* To keep the permanent sponsorship, they have to sponsor DebConf every year, 
but they don't need to sponsor at the same level every year.

* Their ordering in the home page reflects the accumulated dollar amount of 
their donations.

* This way we further solidify the link with our long term sponsors plus speed 
up our cash flow at the beginning of the fund raising cycle.

What do you think? Feel free to plainly reject or counter-propose something 
completely different. Permanent sponsorship is an important matter so don't 
remain quiet if you object.
