This has been sent.

21 people had sponsorship reduced.  I'm sending names to registration@
(and can do herb@ if desired).

A few actually active volunteers, I didn't do for them - we can later
if we want.

There were four people signed up to give talks.  Micah pointed out
that reducing sponsorship for speakers is an unfortunate thing to do,
but since there are probably other speakers who registered late but
were extra-honest and didn't request sponsorship after the deadline,
it's only fair to decrease their sponsorships and then decide about it
later.  Talks/sponsorship teams can talk about this and decide what to
do, if they want to.

Thanks to micah for helping looking over the list, and pablo for
sending the email, and several more people for helping to draft the
email.
