To my understanding a BoF is an gathering of people to
discuss on some common interest topic in an informal way. Instead a
workshop is more like a tutorial where the speaker presents technical
aspects about certain topic and they are to be likely reproduced by
the attendees, thus hands-on.

Seems like a talk to me.

I think its fine for Debian Day, since the public will be
non-developers and local people who could be interested to know what
Debian is and what they can do with it.
