You dont need the mini debconf for this.

You go to your process details on nm.debian.org (I assume
https://nm.debian.org/person/thk) and request a new status there, to
start off again.

For a DD you then need the usual advocates, but thats what you find form
your regular Debian work, not on a conference. :)
