Thank you for your timely reply (and my apologies for not returning the favor; I've had some things unexpectedly come up.)

As much as it is permitted, in almost same measure it's prohibited.
Smoking in building is prohibited, especially offices, same with
hotels, while you have places where you can smoke. For example in
Hotel Bosna I know there's cafe/bars/etc for smokers and non-smokers,
same with smoking floors, if there aren't none we'll make them :)

3) How do I book a hotel room?  Do I need to say I'm with Debconf somehow?

We're planning to open registrations within 30 days, you'll be able to
do it of our website (http://debconf11.debconf.org)

Does that apply if I'm not asking for Debconf sponsorship as well? (How would I pay in that case?)

4) My wife is interested in volunteering for the conference, possibly doing
something like staffing the front desk.  Is there a list somewhere of what
volunteers are needed?  Would she be able to eat the conference food if she
volunteers in that way?

There will be a filed asking to submit information on what you do
within Debian when requesting sponsorship. I'm encouraging everyone
who has anything to do within Debian to request sponsorship, at least
food and accommodation. Travel could be harder to get, again depending
on your involvement within the project.

Right, I wouldn't be asking for travel sponsorship for her, makes sense.

5) Where can I find information on the costs and expense of the bus from the
Zagreb airport to Banja Luka?  Does it take me directly to the hotel area?

We're planning to have free organized transport from Airport (Zagreb,
Sarajevo) to (Venue) in Banja Luka.

Do you know what days that's likely to operate? That sounds like an excellent option.
