The short version is that a person knowingly checked in to the hotel under a name that is not theirs. We believe that this was done with the best intentions (to save the admin overhead of reassigning the room, to save an already paid for room, etc), but the sad truth is that this is illegal, and the hotel found out. Faced with this, the orga team arranged with the hotel not to call the police but to accept an apology from all involved, including the orga team, and some token punishment of the people involved in the check in mishap. The orga team had a meeting and decided that the punishment should be monetary to avoid making it personal. We decided that the fair treatment would be to continue sponsorship during the time previously scheduled for their stay, but not for the entire amount - half was ultimately chosen as a round number. Unfortunately, the people involved felt that even this was too much to afford, and are currently weighing whether to leave the conference altogether or not. We hope that they will stay and enjoy themselves as much as they can in the circumstances, but we understand that they will make the decision they feel is best for them. While none of the orga team wanted this to happen or enjoyed the outcome, we feel that it is important not to allow attendees to violate the trust of DebConf. We will make, and have made many times before, every effort to resolve problems if you let us know. We hope that the people involved don't go away feeling that this is personal, as there are no hard feelings on our side.
