They are usually not a problem when there is wind and there is pretty much
always wind in Helsinki.

I do not remember ever having been bitten in Helsinki and usually the
problem arises only in the inland, late at night or in darker places like
forests.

If you do come across mosquitos and you fail to kill them fast enough, wear
enough clothes and perhaps protect hands, face and neck temporarily with
mosquito repellant gel or something similar (although they are bit
unpleasant aswell).
