Not knowing Cape Town myself, but we have had DebConfs in locations
with high crime rates in the past and it's never been a problem.

Cape Town might have a bad reputation, but I wouldn't be surprised
if that made it a *safer* place in areas like the university,
tourist strips, or business hotels, because the city (among others)
will actually invest into security to protect education, tourist
income and taxable business, incl. related tourism.
