OT: about cheap DVD+R DLs

Ritek produces for many brands. 
Google ... S04 is 8x speed, D01 is 2.4x.
Now it is clear why the ANV are so cheap. They are outdated and slow.
But that might be exactly what you want to have.

The second link lists two dozens of RITEK/D01 brands. 
Another multi-brand producer is Moser Baer India.

A stable brand is Verbatim. The label says "A Mitsubishi Kagaku Media
Company" and the media say "VERBAT", "VERBATIM", or "MCC" (Mitsubishi
Chemical Corp. which is the momma of Kagaku).

I do not deem Ritek worse than Verbatim. It often depends more on the
individual cake box and the individual drive than on the producers
of both.
