I just tried a noname blank DVD+RW
:-[ FORMAT UNIT failed with SK=5h/ASC=24h/ACQ=00h]: Input/output error

5 24 00 = INVALID FIELD IN CDB
(CDB is the command plus parameters which was sent to the drive)

Formatting is supposed to run for a few dozen seconds
in foreground and to then open the way for writing
while continuing in background.

At this point I begin to suspect hardware. Could you put you dmesg output up where interested folks can download? There may be some clue there. Also, try booting the system with the noacpi option, just for a data point.
This does not look good.
The drive refuses on about any sincere preparation for
writing. Actually sending some mode pages to learn from
the drive's reaction is a frequent practice even
if one does not burn afterwards.

I assume your failed cdrecord experiments
included an attempt with CD-R[W].
The current state is unusual and unhealthy. There is
few hope you will succeed by any burn software.

You will have to strive for replacement of the drive
or for the proof that it works with a different computer
and/or operating system and/or burn software.

If it works in a different environment then one will
have to explore the decisive difference. Interesting.
Open ended, at least. Report any new insight.
