Bug#337175: lbxproxy spuriously requires ipv6

lbxproxy seems to require ipv6.  On this machine, which doesn't have the
ipv6 kernel module, it enters an infinite or almost infinite loop at
startup:

    ligate:~$ lbxproxy
    _LBXPROXYTransSocketOpenCOTSServer: Unable to open socket for inet6
    _LBXPROXYTransOpen: transport open failed for inet6/ligate:63
    _LBXPROXYTransMakeAllCOTSServerListeners: failed to open listener for inet6
    Failed to establish all listening sockets for port number '63'
    _LBXPROXYTransSocketOpenCOTSServer: Unable to open socket for inet6
    _LBXPROXYTransOpen: transport open failed for inet6/ligate:64
    _LBXPROXYTransMakeAllCOTSServerListeners: failed to open listener for inet6
    Failed to establish all listening sockets for port number '64'
    _LBXPROXYTransSocketOpenCOTSServer: Unable to open socket for inet6
    _LBXPROXYTransOpen: transport open failed for inet6/ligate:65

It should simply not try to listen on inet6 if ipv6 is not in use.
