I have had a similar problem with X. Check the locale.alias* files from
your X in /usr/X11R6/lib/X11/locale. My locale.alias has been deverted
by a third party package in a way incompatible with xf4.0 and this
caused this trouble. See: 
* #84732: xlibs: de_DE locale support broken
* #90961: xchat: crash while copy/paste
* #83916: tk-brief: fonts to big and special german chars not accepted
