https://www.debian.org/doc/ does not list
https://packages.debian.org/doc-debian.

I suggest, under "Manuals specific to Debian - Developers' manuals" an entry
"Debian Project documentation: Constitution, Debian Social Contract, DFSG and
other documents" linking to
https://www.debian.org/doc/devel-manuals#doc-debian.

And I suggest an update of https://www.debian.org/doc/devel-manuals with
something like:

Debian Project documentation and other documents

This package contains

  * Debian Linux Manifesto,
  * Constitution for the Debian Project,
  * Debian Social Contract,
  * Debian Free Software Guidelines.

Additionally provided are:

  * Debian Bug Tracking System documentation, and
  * Introduction to the Debian mailing lists.
