Thank you, however there is a problem with the 
http://www.debian.org/doc/debian-policy/policy.html.tar.gz now linked. 
It is not recognized by fileroller or tar.

$ tar xvfz policy.html.tar.gz
tar: This does not look like a tar archive
tar: Skipping to next header
tar: Exiting with failure status due to previous errors

Running gunzip followed by tar works to uncompress it.

Has it been gzipped multiple times? The policy.html.tar created by 
running gunzip on the tar.gz is not in a human-readable format.
