I am sorry, apparently somewhere on the way somebody messed up the quotes.
Here I am generating them with the Romanian keyboard layout
implemented to the Romanian standard SR 13992:2004 and should both
look like 99 but the first ones are low and the second couple are
above.
Here is another pair „" and the second char should not be the same as
" (like it seems it reaches to you).
