Yes, of course. But to be prevented from distribution I should have the program first. This can happen because someone distribute it to me under non-free license. There is no other way to be prevented, or I miss something? Well, I can not distribute program, if I do not have it. But this have nothing to do with the license. I also can not distribute free program which I do not have. If you mean the case that I can not distribute the program because copyright holder do not give it to me then it is the same as when free program owner rejects to give me his program.
