Ok...

They're not voting strategies in the classic sense, since none involve
submitting votes.

For starters, there's simply refusing to vote.  Not very impressive,
especially with debian's current relatively low quorums, but sometimes
it makes a difference.

A variation on this is trying to convince other people not to vote.
This probably involves some kind of outraged attitude -- boycott the vote,
or don't grant it credence.

And, for the truly desperate and crazed, there's launching some kind
of denial of service attack on the vote collecting mechanism.  This has
all sorts of other nasty and negative implications, but I'm mentioning
it for completeness.
