If you want to change the constitution, you can use the procedure
explained by the constitution itself:

   Together, the Developers may:
    [...]
    2. Amend this constitution, provided they agree with a 3:1 majority.


I don't think it would be wise to use any other procedure, being the
constitution the important document it is.

If the proposed changes are reasonable, clean, and non-controversial,
I don't see a reason why you would not obtain the required majority.
