where to submit bugs in constituion

Hello,

I have found a few sentences in the debian constitution·
http://www.debian.org/devel/constitution
which seem incomplete or just wrong to me, so I wonder what's the name
of
the "package" to which I should submit the bug report.

Please respond to me as well as the list, since I am not subscribed to
debian-vote.
