Okay; that's apparently not an issue. I just tried the same test on my
box and got the same results.
I can't understand why your /etc/network/interfaces file is being
ignored. It makes no sense to me. Maybe the permissions on the file?

Do you have another kernel you can try?
Do you have a LiveCD you can try?
