For reference since its not nice to find your problem in a million places but no one with the solution, albeit a fudge in this case.
Problem:
A log full of anacron running every minute or so.

The answer was as suspected APM, calling change power when float charging the (old+underused) battery, not sure why since the status doesn't seem to be changing but hey who am I to argue with presumably the BIOS.

Answer: (Note NOT a solution, just a fiddle, the original is correct)

Edit /etc/apm/event.d/anacron to remove change,power from the case statement since the machine is rarely run on battery power now.
