The current ndiff package shows quite a different functionality, so
replacing it with the numerical ndiff would cause a considerable
amount of confusion among users.
The numerical ndiff seems to be around some months longer than nmap
ndiff, but this isn't sufficient grounds for package substitution, so
a different package and different program name would need to be chosen
if it enters the Debian archive. The Debian Policy Manual, ch. 3.1 and
10.1, deals with this.

Submit a RFP (Request for Packaging) via reportbug or direct email, see
<http://www.debian.org/devel/wnpp/> for reference.
Development of the numerical ndiff seems to be stalled, though.
