AbiWord can do that.  (Depending on the complexity of the document.)
Of course, it's only word processing files.

$ abiword --to=sxw foo.doc

Also, there is the OpenOffice.org API.  Use the -accept= option 
to access it.  I bet www.openoffice.org has info on it.
