i think I have had a similar problem in the past once or twice.
I haven't installed woody from the woody installers yet but
this is what I would try:

boot the installer, partition the disk
(reboot, this is sometimes needed to make sure the partition
table is updated)
boot the installer again, find the kernel log terminal,
i think its ALT-F3, or ALT-F4 or ALT-F5, you can see the
log stuff there, as soon as you initiate a bad block scan
switch to that terminal as fast as you can(within a second
if possible) so if it does lockup, you may see errors before
it does which could help indicate the problem.

if the only OS on the system is debian and its not yet installed
another thing to try is to find the diagnostics utility for
the disk manufacturer of your disk and verify and or low
level format the disk with their utility. I would not
reccomend low level formatting an IDE disk using anything
other then the manufacturer's tools(some don't have any that
are publically available).

I think it could just be a partition issue though.
