sshd: Hm, dispatch protocol error: type 3 plen 4

I am working on converting some of my servers over to Debian.  All seems
to be well but some users connecting using an older version of OpenSSH
get the fellewing error:


   Hm, dispatch protocol error: type 3 plen 4

Type 20 seem to be a key RekeyIntervalSeconds thing, but the sshd
shipped with woody doesn't seem to understand RekeyIntervalSeconds and I
found nothing about Type 3.  Thanks.
