If you're familiar with scheme at all, a very nice tool is "festival".  It 
will take some learning, but once you do, it's an EXTREMELY versatile tool.  
The only thing is that it might be "overkill" for your situation.  It's 
actually used as a research-based speech synthesizer, so it has customizable 
components and all.  But it comes pre-built as a functioning synthesizer that 
works quite well.
