The only other thing I can think of, is that in some versions of the 2.4 kernel series, some NICs have had slowdowns reported because of code errors in the associated modules. A search of the changelogs for your module on http://kernel.org of the release after yours may turn up some clues, or you may look at their mailing list archives. If in fact you are not using a 2.4 kernel, disregard.
