No, you're not crazy, and this is a reasonable goal.  I use ipopd
myself for POP serving.  I recommend exim for the MTA.  Set it up as a
satellite system with a smarthost, the smarthost as your ISP's SMTP
server.  This will allow you to set up both incoming and outgoing mail
service, so you don't have to be online to hand off mail for delivery
(it'll just wait on the PPP box).

Install spamassassin.  You can use it on a per-user basis using the
procmailrc fragment that comes in it's documentation, or you can install
it systemwide (dman posted instructions on this a while back, though if
you're using sid, this also requires installing the spamc package, as
it's been packaged seperately).

This part requires user intervention no matter how you cut it, try out
spamcop to report your spam. http://spamcop.net/
