Hmm, this works, but it still does not fix my delete key behaviour.
(delete still writes ~ ).  Also, with this option turned ON, my backspace
key functions normal on the commandline, but when in a program like VI
the backspace just beeps my term and does nothing :((

See what I mean? There are a lot of partial fixes, but nothing seems to
REALLY help. And _if_ you manage to fix it the right way, one week later
everything changes again and you're all back to where you started.
