pull the icon of the application you want to start to the clip on the
workspace you want to have it started, right click on it, click settings and
check the "Start when WindowMaker is started" box. 

if you want to have a specific application to always start on one specific
workspace then right click on the top bar, click attributes then icon and
initial workspace and chose the workspace you want.
