xterm uses the Xt toolkit, meaning it respects X resource settings.

I put mine under /etc/X11/Xresources (there are some samples there), and
use a scriptlet like:

    # Resources
    for file in $( find /etc/X11/Xresources -maxdepth 1 -type f );
    do
	xrdb -merge $file
    done
    unset file

...in my X config files (/etc/X11/Xsession, ~/.xinitrc).
