/usr/lib/postgresql/dumpall is where the binaries of the previously-
installed release are saved so that they can be used in upgrading.

It looks as though the path has got dropped; this should have been
/usr/lib/postgresql/dumpall/psql

The reason is probably that you are running these commands directly
rather than under the control of the postgresql-dump script.
