Hast du den GDM installiert? Ich hab festgestellt daß dieser Probleme macht weil er die Locales nochmals setzt, und das mit einem unerwünschten Wert (bei einem Bekannten von de_AT@euro auf de_DE.ISO-8859-1). Geht es wenn du mit "startx" beginnst, sonst schau dir mal an was in ~/.gnome/gdm drinsteht und editiere es.
