Comme décrit ici, LANGUAGE sert à spécifier l'ordre de préférence
dans lequel l'application devra être traduite. Si jamais une chaîne
n'est pas disponible dans la première langue, elle ira voir la
traduction dans la seconde langue, etc.
Je crois que le problème est qu'il n'y ait pas de traduction pour la
locale en_US, et qu'au moment où tu retires fr de LANGUAGE il renvoit en
fait les chaînes par défaut, autrement dit de C. Enfin ceci dit, le
comportement que tu décris est, ahum, étrange :)

En passant LANG à C il n'y a plus de retour sur le français, pourtant
les prioriétés définient dans LANGUAGE n'ont pas changé, donc LANGUAGE
n'influence la langue dans laquelle sera traduite l'application.
